¿A qué hora es ...?

At what time is ...? Notice the a before qué.  A means at in this case.  So instead of asking for the time, you are asking at what time something is.

Es a la una or Es a las (It is at....) is used for telling at what time something occurs.  Note the difference between this form, es a la or es a las (It is at ___.)  and Es la una or Son las ... which are used for telling time
 

Es ahora.

de la tarde

P.M. afternoon noon to 6 p.m.

P.M. evening (night) 6 p.m. to 6 a.m.

 

On the dot

en punto

on the dot This would be used to say it is exactly whatever time you are referring to. 
            Son las once y media en punto.   It is 11:30 on the dot.
            Es a las ocho en punto.   It is at 8:00 on the dot.
