A mi hermano le parece divertido jugar con el perro. My brother (he)thinks playing with the dog is fun. Without the a mi hermano, you can't tell who the le refers to.
A tus amigos les parece divertido jugar con el perro. Your friends'  (they) think playing with the dog is fun. Without the a tus amigos, you can't tell who the les refers to.

use a + pronoun(s) with me, te, and,  nos to emphaize the indirect object pronoun
A mí me parece divertido jugar con el perro. I think playing with the dog is fun. In this case a mí, emphasizes me, which refers to I.
A ti te parece divertido jugar con el perro. You  think playing with the dog is fun. In this case a ti, emphasizes te, which refers to you.
  A nosotros nos toca  jugar con el perro. It is our turn to play with the dog is fun. In this case a nosotros, emphasizes nos, which refers to our.

tocar  (singular form toca used with infinitives )

Me toca cortar el césped. It's my turn to cut the grass. toca - singular form, used with one or more infinitivess
Te toca descansar y ver televisión. It's your turn to rest and watch television. toca - singular form, used with one or more infinitivess
Le toca lavar los platos. It's his, her, or your turn to cut the grass. toca - singular form, used with one or more infinitives
